Environmental and Safety Regulations for Multipurpose RC/RAB Drill Rig
CODE OF ENVIRONMENTAL ETHICS FOR DRILL SITES
- All drill sites will be restored to their original virgin state that existed before drilling took place.
- Non-degradable materials at the site and in the hole must be removed if possible.
- No drilling will take place within 50m of a house.
- All "shamba" owners will be notified well in advance of drilling that will take
place on their land. Agreements will be drawn up by the Project Geologist on
compensation related to damaged crops. A general guideline used by Tanzanian
Royalty Exploration Corp. is to compensate farmers one U$D for every meter of
drill road prepared.
- Tanzanian Royalty Exploration Corp. does not compensate farmers for drilling on
fallow farmland.
- Support vehicles must use the same tracks as the rig when bringing / taking
supplies to the rig, when drilling on cultivated farmland.
- Where drilling takes place in forest reserves or nature reserves the local District
Authorities should be notified well beforehand, and permits need to be given.
- On site accommodation for the drilling personnel must be agreed to by the land
owner. All biodegradable refuse at accommodation and drill sites is to be burned
in pits excavated for that purpose.
- All non-biodegradable materials such as plastic bags to be collected and taken to
the Mwanza dump periodically.
- All personnel are forbidden to defecate in the veld or farmlands. Open pit
laterines boxed off are to be used at camps and filled in when the project is
complete.
- Old drill / vehicle oil is to be stored in plastic containers and taken to Mwanza and
disposed of correctly.
CODE OF SAFETY ETHICS FOR DRILL SITES INTRODUCTION.
Accidents are caused by:
- Human Error:
Lack of knowledge or skill
Improper work attitude
Lack of Motivation
- Mechanical Failure:
Wear and Tear
Overloading
Bad design or conditions
Accidents are preventable if the following conditions are fulfilled:
- Proper Training
A new worker cannot be expected to be familiar with all the hazards involved in
doing a job; therefore he cannot be expected to look out for unknown hazards. A
new worker is naturally prone to accidents and can be a serious threat if not
trained properly.
- Proper Supervision.
One of the most important tasks of the drill supervisor is to ensure that his drilling
crew can and will work safely even if he is not present:
"Can" means:
- Have the men the necessary tools and equipment to do the work?
- Have the men the necessary "know how" to do the work?
- Have the men the necessary physical ability to do the work?
"Will" means:
- Have the men the necessary desire to do the work?
- Have the men the necessary faith in their supervisor to carry out the work at hand?
Proper Handling of Tools and Equipment.
Tanzanian Royalty Exploration Corp. management will ensure that all tools and equipment are of the highest standard possible. It is the task of the supervisor to
ensure his crew is properly trained in the handling of these tools and equipment. A good workman keeps his tools in good condition.
Safe Working Practices:
Safety consciousness is an attitude and can be acquired by training. It is important to develop the "safety first" attitude by keeping the four safety mottos in mind at
all times:
- Accidents are preventable
- Think before you act
- Don't take chances
- Always work safely
The following safety rules should be adhered to at all times:
- Don't rush
- Do not repair or refuel a machine while it is running
- Use tools only for the job they were intended for. Never use a defective or worn tool
- Always use all safety devices and gear provided
- Make your work place safe before starting the job
SAFETY RULES AND REGULATIONS.
- Wearing of Safety Gear:
Wearing safety gear is compulsory when near the rig when it is drilling. Safety Gear includes: ear plugs; overalls, hard hat, safety boots, gloves, safety glasses.
Any worker found not wearing this safety equipment will get a warning. Three warnings with regard to this will result in dismissal. Gloves are to be worn when
handling drill rods. The rest of the equipment will be worn at all times when the rig is drilling.
- Safety Inspections and meetings:
A safety inspection on the rig moving parts and hoses will be conducted every morning before drilling commences.
Damaged parts must be reported to the driller and repaired/changed immediately.
- First Aid:
A first aid box will be kept on the rig at all times. The box will have a written inventory list kept inside it. No equipment to be removed from this box without
the knowledge of the driller/drill supervisor unless under emergency situations. The box must be inspected once a week and all missing goods replaced.
- Fire extinguishers:
Fire extinguishers will be kept on the rig and support truck. The fire extinguishers will be inspected once a month and an inspection sheet will be signed.
- Unauthorized personnel:
No unauthorized people (i.e. people who do not work for the Company) are allowed within 50m of the drill rig at all times. Where the rig is drilling RC holes
then a barrier tape will be placed around the rig. For shallow RAB holes this will not be possible.
- Handling of Chemicals and Oils:
All chemicals and oils to be stored at the camp neatly and clearly signed, far away from any domestic areas.
FIRST AID - DRILLERS GUIDE.
- General Rules:
- All drillers and Spanner hands to have basic qualification in First Aid.
- Check the first aid kit regularly.
- Discuss emergency communication procedures regularly.
- Check that all the required telephone numbers are available.
- Transport should be available at all times.
- Basic Principles of First Aid:
- Do first things first (look for life-threatening bleeding, shock, poisoning).
- Keep calm, work quickly and gently.
- Keep injured lying down, keep them warm, loosen tight clothing.
- Treat victim where you find him.
- Give special care to unconscious persons, keep head tilted back.
- Watch for shock.
- Get help.
- Treat wounds and burns correctly.
- Improvise whenever necessary.
- Have adequate first aid supplies on hand.
- First Aid Kit:
A first aid kit is an essential requirement of any drill site. The kit must be kept fully stocked at all times. The following list is a recommended content of a first
aid kit:
- A standard first aid manual
- Doctors / hospital telephone numbers
- Latex gloves
- Assorted adhesive bandages
- Gauze pads and bandages
- Elastic bandages
- Triangular bandages
- Cotton wool
- Sterile gauze
- Mild general antiseptic
- Antiseptic ointment
- Aspirin
- Tourniquet
- Scissors, tweezers, safety pins, measuring glass
- A blanket, flashlight, and fire extinguisher should be on site as well.
- Emergency Treatment:
"A"is for Airway: Make sure the victim'sairway has not been blocked.
"B" is for Breathing: Make sure the person is breathing.
"C" is for Circulation: Make sure the person has a pulse.
